The FY 2016 government-wide improper payment rate is 4.67 percent. This represents an increase from the FY 2015 publically reported government-wide rate of 4.39 percent. This FY 2016 figure corresponds to an improper payment dollar amount of $144.4 billion, which is also an increase over the FY 2015 publically reported government-wide dollar amount of $136.9 billion.
This increase between FY 2015 and FY 2016 is attributed to percentage and dollar increases in the Medicaid Program, Direct Loan Program, Medicare Part C Program, Pell Grant Program, VA Community Care Program, and the Earned Income Tax Credit (EITC) Program.
Notably, agencies recovered almost $20 billion in overpayments through the payment recapture audits and other methods in FY 2016. This recovery amount is not factored into the calculation of the FY 2016 improper payment rate or amount.
